Solid Waste Management Authorities (FODSA- ΦΟΔΣΑ)

According to Law 4555/2018 (Government Gazzete ΦΕΚ 133/A’ 19/07/2018), as amended, Solid Waste Management Authorities (FOSDA) are exclusively responsible for:

  • Construction and operation of municipal solid waste treatment facilities and transfer stations, in accordance with the relevant Regional Waste Management Plan (PESDA), except for those implemented by municipalities.
  • landfilling and the operation of waste treatment facilities for municipal waste, with the capacity of processing other non-hazardous solid waste as well as hazardous waste.
  • mechanical biological treatment of mixed municipal waste
  • monitoring the implementation of the PESDA’s objectives and actions, and defining the specific steps for their execution.
  • preparation of the operational action plan and the evaluation of the pricing policy concerning local authorities on an annual basis.
  • collection of all data required by the relevant European legislation about waste statistics and submission of such data to the competent department of the General Secretariat for Waste Management Coordination of the Ministry of Environment and Energy.
  • carrying out an analysis of the composition of municipal solid waste every three years and submission of the relevant data in the standardized electronic form maintained by the General Secretariat for Waste Management Coordination of the Ministry of Environment and Energy.

 

Solid Waste Management Authorities (FODSA) may also independently exercise the following responsibilities (which may also be exercised by the Local Authorities):

  • implementation of measures and projects that promote the prioritization of waste management actions and operations in accordance with the provisions of the relevant legislation and the provisions of the RWMP.
  • preparation of waste prevention and waste generation reduction programmes preparation of projects and the drafting of the necessary plans, as well as the implementation of actions for the treatment of waste within their area of responsibility in accordance with the RWMP, the submission of applications for funding under operational programmes as the final beneficiary.
  • promotion of actions and the implementation of projects contributing to the circular economy.
  • registration of the relevant data in the standardized electronic format maintained by the General Secretariat for Waste Management Coordination of the Ministry of Environment and Energy.
  • development of quantitative targets for preparation for reuse and recycling in accordance with the relevant legislation and the provisions of the RWMP, in cooperation with the local authorities of the areas concerned.
